Engineer Class 5
The engineer class 5 course is a competency based training. This training provides participants with theory and practical understanding of tasks that are required of a marine engineer to competently perform watch keeping duties on ships with 500KW engine horse power.

Engineer Class 4
This training will provide the participants with the knowledge and skills required to safely operate propulsion plant (s) and auxiliary equipment on a vessel not exceeding 750 kW propulsion power. This training shall prepare the marine engineer to perform the duties of monitoring the mechanical, electrical, hydraulic, refrigeration plant, pumping systems, ventilations systems and control equipment, as well as being in charge of engine management systems, maintenance of the machinery in engine room and ship’s deck.
Therefore, the engineer officer needs to be practical, resourceful and have a real interest in mechanical, hydraulic, electrical systems and identify basic stability requirements on vessels as well as calculate fuel consumption and storage requirements on vessels.

This course offers the relevant skills to be an electrical tradesman with the necessary certifications. The course is delivered in 3 separate sections. Bridge Resource Management
This training will provide the participants with theory and practical cases studies, group discussions and supervision training, to grasp the significant role of the bridge navigation team which consists of ships masters, watch officers and watch ratings. During the training, the participants will be made aware of the essence of using the knowledge and managing bridge resources efficiently. The bridge resource management training emphasizes decision making, based on situational awareness and how human factors such as individual behavior and interaction between the team toward establishing watch conditions based upon workload and potential threat to the vessel, with the focus to prevent casualty and human error.

Marine Resource Management
This training will provide the participants with the knowledge and understanding for those who would be in the supervisory level, to understand and apply strategic management principles to ensure vessel(s) operate to established quality management principles to comply with statutory requirements. Participants will be enlightened on the basics of marine engines and ship construction and the essentials of condition-based maintenance, schedule maintenance and corrective or breakdown maintenance. The training will be further enhanced with understanding and applying cost effective measure and to the operational cost of operating a vessel which covers, procurement cost, inventory management and cost control procedures.

Refrigeration & Air conditioning

This training on air-conditioning and refrigeration covers areas specializing in refrigeration theory, pipework skills, brazing, soldering skills and the handling of refrigerant.
The course in cooperates the skills component and mandatory requirements covering Ozone depleting substances, particularly HCFCS, and non-ozone depleting alternatives such as HFCs which are the most commonly used substances in refrigeration and air-conditioning applications. The training establishes a firm understanding of working with refrigerants under the Montreal Protocol, how the HCFCs are being phased out and low-GWP, energy efficient alternatives are being introduced to replace them and how good refrigerant management can only be achieved by skilled technicians that have the awareness, expertise and information related to each class of refrigerants that they work with.

Intermediate Welding

This training follows the IMO Model course 3.24, with the aim to provide participants with a firm understanding of the purpose of the ISPS Code and current maritime security threats and patterns relating to shipping and ports. The training provides awareness on the recent conventions that are applied at port facilities that facilitate international trade. Participants will be embedded with the knowledge of current security threats affecting maritime industry and sense the reality of today’s security issues on a global scale and how it can affect trade and commerce. EXPLANATION OF FLOW CHART FOR COURSE OFFERED AT PMTC AND FUTURE PROSPECTS FOR COURSES TO BE OFFERED

The flow chart shows the career path that a seafarer follows starting from initial training prior to going to sea and the various certificates and sea service that need to be completed prior to reaching the officer rank suited for most domestic vessels manning scale.
Prior to new trainee’s working on board vessels, all those intending to become seafarers need to attend a two weeks basic sea safety training course (Basic SOLAS).
This basic sea safety course applies to General Purpose Ratings, New Cooks, New Stewards and others taking up careers on board vessels.
After the two weeks of basic Sea Safety Training course, the new trainees can choose their respective career paths.
For those choosing to become seafarers, they need to complete the general purpose rating course which consists of four weeks or nautical studies and four weeks of marine engineering studies.
When the total of ten weeks of training is completed, the new trainees graduate with;

Basic SOLAS Certificate and
-
General Purpose Rating certificate (This certificate consists of both Deck and Engine knowledge and competencies).
Certificates listed above are approved by the National Maritime Safety Authority (NMSA) and qualifies the new trainee’s to work on any domestic vessels.
Once a general purpose Rating gets employed on board, his or her sea time starts to prepare them for their next level of training and certification. The Trainee can choose the deck career path that will raise them up to becoming a ship’s deck officer and finally becoming the master of a vessel or they can choose the engineroom career path that will raise them up the ranks to becoming engineer officer and finally becoming a chief engineer of a ship.
To reach the highest level of deck or engineer officer’s certificate of competency for the domestic shipping industry, the respective sea time requirements as shown in the flow chart has to be followed for the respective career paths. The required sea time as shown in the flow charts and the respective training and certificates of competency, need to be successfully completed in the process for climbing up the ranks in the respective departments on board the vessel to reach class four level. Currently class four level is PMTC’s ambition to train up to and it is the highest level of certificate governed by PNG’s domestic shipping Legislation.
After successfully completing class four level of certificates of competency, the next level of courses, class three, two and one, are internationally recognised certificates and the training courses, training facilities and certificates are outside of PMTC’s current scope.
